AIDS
Anonymous Testing & AIDS Education 225-4507
We offer anonymous AIDS screening, education and counseling. We conduct
behavioral modification workshops and seminars. We refer those who are infected
with the human immunodeficiency virus and others for medical and psychological
follow-up. This may include safe sex support groups. We also provide speakers
for meetings when requested.
AIDS Outreach & Prevention Project 496-7133
We use and evaluate outreach methods for AIDS prevention aimed at IV drug
abusers and their sex partners. We offer education, testing and counseling.
Drew HIV/AIDS Testing & Education 225-5556
We operate intervention programs for counseling, testing, referral and
partner notification. We offer free, confidential
Air Pollution Control 225-4435
Air professionals define the extent of the ambient air pollution problem in
the Miami Valley through a network of monitors located within a six-county area.
We work toward the control of local air pollution problems by maintaining
industrial air pollution permit and enforcement programs. We issue the pollen
and mold count which is reported by the local media on a daily basis.

The air line is a 24-hour telephone service with the latest air pollution,
pollen and mold readings for the Miami Valley.
Indoor Air Pollution 225-4435
We conduct indoor air assessments, as funds permit, for asbestos, radon, and
toxic pollutants. We also provide information and education about many indoor
air pollution problems.
Alcohol & Drug Services Treatment 461-5223 - Outpatient 268-0141 -
Residential (24 hrs)
We provide a full range of treatment services for alcohol- and drug-dependent
persons and their families. Outpatient services include assessment, individual
and group counseling, skill-building activities and chemical dependency
awareness classes. Clients in residential treatment participate in an intensive,
structured program of group and individual counseling and chemical dependency
education. All program participants learn improved skills for coping without the
use of alcohol and other drugs. We also offer counseling for family members and
special groups for women and minorities on a residential or outpatient basis.
Consultation & Prevention Services 461-5223
We assist community groups, agencies, schools and others in assessing their
drug prevention needs. We help those individuals and organizations to develop
and implement programs. We also assist schools and youth groups with prevention
programs for children from five to ten years of age. We provide training and
teaching resources to teachers and youth leaders to help them conduct prevention
programs.
Asbestos Surveillance - School Related - 225-4460 Non-School Related -

We work closely with schools and other individuals in determining if asbestos
is present and how to best deal with it. Federal laws require that all those
dealing with asbestos meet certain handling requirements. The Health District
supervises and regulates this area.
Birth & Death Records 225-4418
Vital Statistics records, maintains and provides birth and death records
dating back to 1867. Copies of these records are available upon request at a
nominal charge.
Children & Youth Services 225-4954
We offer diagnostic and preventive health services along with treatment of
minor illnesses for children from birth to 16 years of age. We offer a full
range of primary medical care similar to that found in a pediatrician's office.
We also provide nutrition assessment and counseling, along with social service
counseling and guidance. We work closely with a number of community- and
hospital- based programs. Our charges are based on a sliding fee scale. We
accept Medicaid and other third-party payments.
Community Cancer Education Project (CCEP) 496-7718
Our long-range goal is to reduce cancer- related diseases and deaths within
the community. To reach this goal, we provide cancer prevention training to
groups and individuals. In addition, our educational programs focus on the seven
warning signs; breast and testicular self-examinations; tobacco and alcohol use;
and other cancer- related topics. Programs are presented throughout the
community at churches, schools and universities, businesses, corrections
facilities, shelters, neighborhood groups, recreation centers and health fairs.
Community Health Centers 225-4954
These centers provide primary health care to communities that are medically
under- served. The services are similar to those provided in a private
physician's office. The Corwin M. Nixon Community Health Center (228-0990) is
associated with Grandview Hospital. The Vogel Health Center (496-7137) and the
Dr. Charles R. Drew/West Dayton Health Center (496-3085) are associated with
Good Samaritan Hospital. The East Dayton Health Center (208-6850) is associated
with Miami Valley Hospital. Charges are based on a sliding fee scale and all
centers accept Medicaid, Medicare, and other third-party payments.
Dr. Charles R. Drew Lupus Support Program 225-5045
We provide a warm and caring environment where people with systemic lupus
erythematosus (SLE), family members or friends can share experiences, methods of
community. To reach this goal, we provide cancer prevention training to groups
and individuals. In addition, our educational programs focus on the seven

and other cancer- related topics. Programs are presented throughout the

Family & Child Home Visiting (FCHV) 225-4500
Registered nurses provide in-home services for maternal and infant care in
high-risk situations, when requested by the physician. The program works closely
with the Bureau for Children with Medical Handicaps by visiting families in
their homes to coordinate treatment or diagnostic services.
Health Promotion & Education 225-5878
We plan, design and implement a number of health promotion and education
programs. We also assist in promoting good health practices and behaviors which
help decrease chronic diseases and premature deaths. We encourage weight
control, smoking cessation, proper exercise and other healthy life-styles. The
PATCH Program and the Healthy Choices Program both operate under the Health
Promotion program.
Home Health Care 225-4500
Designed to provide comprehensive therapeutic services within the comfort of
home, the Home Health Care program offers nursing care, physical and
occupational therapy, speech therapy, social work and home health aide services.
Referrals come from a variety of sources such as hospitals, physicians, other
health professionals, and family. With physician's orders, staff are able to
provide high-tech procedures within the home, thus avoiding inpatient hospital
care. The Home Health Care program is certified for Medicare and Medicaid and is
accredited with commendation by the Joint Commission on Health Care. A sliding
fee scale is available to those in need of financial assistance.
Homemaker/Home Health Aide Program 225-4500
This program is designed to offer assistance and support to those who are
homebound. The home health aide provides help with activities such as personal
care, bathing, shampooing, shaving, dressing and other activities of daily
living. Services may be paid for by insurance, Medicaid, Medicare, Title XX,
PASSPORT, or through private pay. The fees paid for by the patient are
determined according to the individual's ability to pay, with a sliding fee
scale for those needing financial assistance. Referrals may be made by families,
the patient, hospitals, physicians or other health care professionals. Operating
under the orders of the physician, this program offers the homebound patient
support for day-to-day activities.
Housing Inspection 225-5456
We enforce minimum standards for housing and residential property. Areas
covered by the Housing Maintenance Code include heating, electrical and plumbing
systems and interior and exterior structural integrity. Other important areas of
concern include minimum living space requirements; adequate ventilation; rat,
mice and insect control; and the sanitary maintenance of all yard areas.
Outbuildings, including sheds and garages must also meet maintenance standards.
Immunization Clinic 225-4550
We help to maintain a high level of immunization in preschool and school-age
children. Immunizations are available for: diphtheria, tetanus, pertussis (DTP);
hemopmus influenza B; measles, mumps, and rubella combined (MMR); trivalent
polio; hepatitis B; and chickenpox. Yellow fever, cholera, hepatitis A and
typhoid vaccines are available for worldwide travel. Influenza vaccines are
provided seasonally.
Lead Paint Poisoning Prevention 225-5456
Lead contamination within the residential environment is a serious public
health problem, which can impair the physical and intellectual development of
our children. Exposure to lead in the home environment most frequently results
from the use of lead-based paint, used in homes until the mid-1970's. The Health
District is working with other agencies in establishing a pilot program within
the Dayton-Montgomery County area to determine how large a residential lead
contamination problem exists. We also develop cost-effective methods for abating
lead hazards found in these homes. The program operates within targeted
high-risk areas.
Male Involvement Program 496-6591
This program works in conjunction with the Prenatal Outreach and Home
Visiting Program. We educate expectant fathers on the importance of early and
preventive prenatal care for their pregnant partners. The Male Involvement
Program's focus is on contacting each pregnant female's male partner, and in
some cases, making them aware of the pregnancy. In all cases, the program
encourages these men to accompany their pregnant partners to their prenatal care
appointments. Employing a nontraditional counseling method, the Male
Involvement's goal is to foster "responsible fatherhood.
Mobile Meals 225-4500
Drivers deliver hot, nutritionally balanced meals at noon to people who are
sick or disabled and homebound. Medically prescribed diets are available with a
physician's order. Evening and weekend meals are optional.
Neighborhood Family Center 496-6587
A project designed to combine health education with self-help motivation. It
helps mothers get necessary family and health information, education, and job
skills. The center offers programs such as Prenatal Outreach, Positive
Parenting, HIV/AIDS Prevention Program, SIDS Reduction Program, and GED and job
placement programs.
Nutrition Services and WIC 225-4491
We offer nutritional services to anyone who is interested in improving
nutritional health and habits. Information on special diets is also available. A
major part of the program is the Women, Infants, and Children Project (WIC),
where participants must be low income, unemployed or receive public assistance.
The program provides nutrition education and nutritious foods to pregnant,
breast-feeding postpartum women; and infants and children at health-risk due to
inadequate nutrition. WIC seeks to reduce infant mortality by reducing low birth
weight and providing infants and children with a healthy start in life.
Plumbing Inspection 225-4421
Certified plumbing inspectors review plans for plumbing installations and
inspect completed work for compliance with safety and health codes.
Positive Parenting Program 496-7654
This program is a collaborative effort between the Combined Health District
and Dayton Public Schools. This collaborative supports the families of Dayton
Public School students. It systematically links families with prevention-
oriented parenting education programs and other social programs geared to
servicing the needs of urban families. The target population consists of
parenting teens, parenting grandparents, Montgomery County Children Services
Board parenting teens, home instruction students and DMHA families. The program
works to improve health, graduation rates, attendance rates, parenting skills
and communication skills of teen parents.
Prenatal Outreach and Home Visiting Program 496-6590
We perform outreach activities in communities with high infant mortality
rates and low birth- weight infants. Our staff identify women at risk for infant mortality and having low birth- weight infants, and help them
enroll into the WIC program, and obtain prenatal care and other social services.
Prenatal Services 225-4484
We offer quality prenatal services, encouraging early care to expectant
mothers. Services include nursing assessment; patient education; nutritional
counseling; vitamin- mineral supplements; physician, certified nurse midwife,
laboratory and social services; and referral to community resources. Services
are provided at four convenient neighborhood
Public Places Inspection 225-4460
We inspect public buildings, trailer parks, swimming pools, and certain
aspects of rest homes, hospitals and other public areas.
Public Information 225-4403
Public Information (P.I.) works with community groups, media and other
organizations to improve awareness and understanding of Health District
services. P.I. is the official communication link to the public. Anyone wanting to know
more about Health District services is encouraged to call for information.
Reducing Assaults Through Education (R.A.T.E.) Program 496-3225
We offer comprehensive rape education services focusing on prevention and
intervention. The program targets low-income and high-risk African-American
youth and young adults between the ages of 9-22 years old. R.A.T.E. educates
people through presentations made at local colleges and universities, the Dayton
Public Schools system, correctional institutions and various community agencies.
The primary goal of the program is to reduce the incidence of rape in Montgomery
County.
Rabies Control 225-4362
We quarantine biting animals for observation after a biting incident. If the
animal dies during the quarantine, the animal is tested for rabies.
Radon Program 225-4435
The Health District initiated a radon sampling project which found higher
than expected levels of radon in this area. We have worked closely with the
local media to make people aware of how to test and determine if there is a
radon problem in your home.
Restaurant & Grocery Inspection 225-4460
Sanitarians review plans for commercial food operations; ensure safe milk
processing; and license and inspect restaurants, bars, groceries, bakeries,
vending machine locations and vending commissaries and other places where food
is handled.
School Health Program 225-4514
School nursing services are provided for parochial and private schools which
contract for those services. This program attempts to promote and maintain the
health and welfare of the students. We provide referral and follow-up, vaccines,
health screenings and educational classes.
School Inspections 225-4460
We inspect schools for cleanliness, safety, and overall maintenance. We also
inspect the kitchens to ensure foods are being properly prepared.
Sexually Transmitted Disease (STD) or VD Clinic 225-4547
Services include diagnosis, treatment, counseling of patients and follow-up
of contacts. We educate patients and the public. In addition, the clinic
cooperates with private physicians, hospitals, health care institutions, and
state and federal agencies. Patient records are kept strictly confidential.
Solid Waste Inspection & Regulation 225-4362
We inspect and regulate landfills, demolition sites, incinerators, garbage
trucks and waste- hauling vehicles. We also enforce infectious waste regulations
which deal with safety issues and medical waste concerns.
Trash, Garbage, & Nuisance Investigation 225-4362
We investigate nuisance conditions including trash, garbage, insect and
rodent infestations, mosquitoes, sewage, water pollution, abandoned vehicles and
other situations affecting public health.
Tuberculosis Clinic 225-4506
The clinic is a regional outpatient clinic where patients may walk in or be
referred by other agencies and private physicians. The following services are
provided: history and physical exam by a clinic physician who studies the
findings and supervises the treatment of tuberculosis; patient education;
careful observation of TB patients and assessment of their family health and
social problems; and TB skin testing, chest X-rays and laboratory tests for TB
related issues. Blood pressure screenings and pregnancy testing are also
available.
Violence Prevention & Conflict Management 225-5700
Our goal is to keep youth from being perpetrators of violence or victims of
violence. We develop educational, anti-crime programs and activities that will
help youth understand and resist violence. We focus on strategies that deflect
youth from violence, and teach them peaceful means of solving conflicts and
heighten their awareness of the effects and consequences of violent behavior.
Some services provided are: Peer-pressure resistance skills workshops; Conflict
management presentations; "Voice Vs. Violence" campaigns; Tutoring
programs; Information and referral for individuals and families; Neighborhood
empowerment activities; Information on resources and how to use them; and Case
management.
Water Protection
Private Drinking Water Wells & Septic Tanks 225-4426
We review plans for private drinking water wells, private septic tanks and
leach fields. We ensure each is properly installed. We also review plans for
creation of new lots to ensure the lots are suitable for on-site sewage
disposal.
Public Drinking Water
We inventory and inspect businesses with regulated substances in the City of
Dayton's Wellfield Protection area. These activities help reduce the risk to the
public water supply.
