How to use this list The emergency housing portion on the last page of this list contains information about emergency housing shelters in Montgomery County. Most shelter programs have a waiting list with the exception of the St. Vincent De Paul Hotel. Each program has specific target populations and eligibility criteria. The subsidized housing portion of this list is divided by county and into two categories - units for families and units for the elderly and/or handicapped. To qualify for most elderly/handicapped units, an individual must be either 62 years of age or older, or handicapped/disabled and over 18 years of age. Single, non-elderly, non-handicapped individuals may have difficulty in finding subsidized housing, as they are the lowest priority. In order to make the best use of this list, an individual should read the basic information concerning eligibility and type of program available. Then he/she should call the individual housing program to discuss the application and waiting list process. Most subsidized housing programs have waiting lists with waits from several weeks to several years.
Rent Payments A tenant's rent payment in most subsidized housing programs is based on income, with the monthly charge being approximately 30% of the tenant's adjusted gross annual income. The developments on this list are subsidized by the government under several different programs, each with slightly different eligibility requirements. A person (or family) who is eligible under the Section 8 program may exceed the income limits for public housing (DMEA, GMHA, etc.) or may not have an income high enough to afford the basic rent in an FHA-236 or HUD-202 development. To be eligible for a unit where a basic rent is required, 25% of the tenant's adjusted gross annual income must be at least equal to the basic rent charge. Unless noted otherwise, the developments on this list set rent payments by using a 30% of adjusted gross annual income formula. Utilities In some developments, utility costs are included in a tenant is monthly rent payment. In developments where utilities are not included in the rent and a tenant is responsible for paying their utility costs directly, a utility allowance adjustment is made to the tenant's rent payment. The utility allowance is a pre- determined amount based on the normal utility usage for the particular apartment size and type, and is subtracted from the tenant's base rent. |
